Complaints about the Police and Crime Commissioner

The Panel is responsible for resolving complaints made against the Police and Crime Commissioner and his deputy.
 
Complaints which allege criminality by the Commissioner will be referred to the Independent Police Complaints Commission.
 
Where complaints do not allege criminality, the Clerk of the Panel will determine whether the complaint falls within the responsibility of the Panel or not. The Panel will aim to resolve complaints informally, without an investigation or formal proceedings.
 
The Hertfordshire Police and Crime Panel received a complaint from the Bedfordshire PCC Kathryn Holloway on 26 November 2019.  Following a review by a subcommittee of the Panel, in line with its powers under Elected Local Policing Bodies (Complaints and Misconduct) Regulations 2012, the complaint was not upheld.

How to make a complaint? 
To make a complaint, please send the complaint to pcp@broxbourne.gov.uk. Alternatively, please write to The Clerk of the Hertfordshire Police and Crime Panel, Borough Offices, Bishops' College, Churchgate, Cheshunt, Hertfordshire, EN8 9XQ.
 
How will a complaint be processed?
The Clerk of the Panel will determine whether the complaint falls within the responsibility of the Panel; alleges criminal conduct which is required to be referred to the Independent Police Complaints Commission; is a policing matter and is not relevant for the Panel; or requires no action. The Clerk of the Panel will contact the complainant to confirm how the complaint will be handled. The Panel cannot question what the Commissioner or his deputy has done simply because a complainant does not agree. There must be some alleged fault by the Commissioner or his deputy.
 
Outcome to a complaint
A record of the outcome of a complaint will be sent to the complainant and the person complained about. Details of the record may be published but only after the complainant has been given a chance to comment.
 
Withdrawing or discontinuing a complaint
If a complainant wishes to withdraw or discontinue their complaint they must write to pcp@broxbourne.gov.uk. Alternatively, please write to The Clerk of the Hertfordshire Police and Crime Panel, Borough Offices, Bishops' College, Churchgate, Cheshunt, Hertfordshire, EN8 9XQ. If a complaint involves or may involve criminal conduct then the complaint may still need to be investigated by the Independent Police Complaints Commission. If this is the case, the complainant will be told.
 

Reporting complaints 

The Panel will receive a report at least annually on all complaints received.
 

Complaints about the Police and Crime Panel

If a complainant alleges maladministration by the Panel and is not satisfied with the final outcome of their complaint, they may ask the Local Government Ombudsman to examine their case.

To make a complaint about the performance of Hertfordshire Police or any of their officers, please either: 
• Go into any police station;
• Write to the Professional Standards Department, Biggleswade Police Station, Station Road, Biggleswade, SG18 8AL; or
• Use Hertfordshire Constabulary’s online feedback form.
